Piloting Instructionally Coherent Literacy Intervention in Knox County Schools

May 7, 2025

Four elementary schools in Knox County tested a literacy intervention approach that brings better instructional coherence to students by using the same high-quality instructional materials (HQIM) that are used in the student’s main classroom, rather than introducing new materials that may follow a different scope and sequence of learning. In a previous report from SCORE, this approach showed promising results when compared with students receiving support in settings that used different materials.

Since literacy is central to success in education, it’s critical that districts explore and implement effective ways of intervening when students struggle to master foundational skills. Building on Tennessee’s recent policies adopted to enhance literacy education, including purchasing HQIM, these pilot schools have committed to working through a new approach to support students in intervention settings. So that other schools can explore this approach, they are sharing their approach with the field at large through this case study.

Key Takeaways

Through this case study, school leaders will learn:

  • Elements Tennessee schools already have in place, including HQIM across small-group support settings, to influence state implementation of more effective ways to serve students who need more support
  • Three key shifts district and school leadership can make to facilitate this approach
  • Detailed steps for implementation of more instructionally coherent academic support in early literacy

Learn more about instructional coherence in a 2023 report published by SCORE — Early Literacy Success for All Students: A Coherent Path Forward — which outlines Tennessee’s opportunity to extend the reach of adopted high-quality instructional materials in early literacy to small-group support structures like tutoring and tiered intervention.
